The functions and people involved in each of these endeavors compete for critical resources as each endeavor is considered to be important by the people involved in it. However, the leadership is faced by the problem of deciding which educational endeavor to be given more or less of the overall resources. It is the responsibility of the leaders to determine what and how every function of higher education receives an equitable share of the limited resources within an institution . The following report will consider the factors that should be considered by the leaders before making decisions regarding allocation of resources and the issues inherent in such decisions. Administrative Function Administrative function of an organization consists of the performance management which is responsible for making and implementing major decisions of the organization. In case of higher education, the administrative function is responsible for the management of all the educational endeavors undertaken by the institute. The major operation of the administrative function is to manage and allocate the available resources to the educational endeavors. The resource that are allocated include; the teaching faculty, the space i.e. the classrooms, funds for curricular and extra-curricular activities, and funds for maintenance of each faculty. The ethical dilemma faced by the administrative function is the equitable distribution of resources available. There are a number of educat ional endeavors run by the administrative function at the same time and each endeavor holds significance for the teaching faculty and students in the respective function. It may not be ethical for the administrative function to allocate more resources to one function and less to the other however in certain circumstances it becomes necessary for such allocation as some functions are more demanding as compared to others. Some functions require an extensive intervention of practical aspect along with the theoretical therefore the administrative function needs to allocate extra funds to such function so that the practical activities may be carried out properly. This situation may cause a lack of funds for other functions. Similarly, some educational endeavors may require a highly experienced teaching staff while the others may not rely on the teaching staff significantly. In this case, the administrative function is faced by the ethical dilemma regarding the allocation of teaching staf f. It may be unfair for other functions if one or some of the functions get a highly experienced teaching staff. First, he is held up by his countrymen as model of piety because of his staunch adherence to traditions. However, it is this strict reverence to tradition that inspires his enemies to stem up revenge against him. Being the play hero, he pursues his revenge to the end. Unfortunately, he dies in the process of seeking revenge. Lavinia is Titus Andronicus’ only daughter. She refuses to be made an empress by Saturninus because she had fallen in love with Bassianus. Chiron and Demetrius brutally rape and disfigure her in the forest. Eventually, she becomes mute and her presence on stage is quite horrifying. Robbed and deprived of her every means of communication, and her precious chastity, the play portrays her as one of the most incapacitated heroines. From the character analysis of Lavinia and Titus, it is evident that the two are very united as they seek revenge against those who have harmed them. Lavinia being unable to talk leads young Lucius, Marcus and Titus to a book giving description of rape, prompting his father and brothers to confirm that she was raped. Although he is a simple man, he is presented to the jury in Athens as a man of great intellectual power, despite his claim that he in fact knows nothing. Despite his common appearance, Socrates is interested in investigating ethical matters, particularly those related to the state and, in this case, related to why the city identifies him as a troublesome element. In the death scene of the Phaedo (115b-118a), Socrates demonstrates himself to be accepting o f his fate, which he resigns to accept in the Crito (49b10-11). In the Phaedo, Crito asks Socrates how he would like to be buried, to which he responds, â€Å"In any way that you like; only you must get hold of me, and take care that I do not walk away from you† (115c). Crito then tells S ocrates that he has come at this early hour to give him the opportunity to escape, which creates a philosophical and a practical problem for Socrates, who disagrees with the outcome of the trial and their sentence, but at the same time does not want to disregard the nature of the relationship between man and state. Crito’s appeals to Socrates are moral in nature, such that they appeal to his virtues. For instance, Crito remarks that not fleeing from an unjust death would be cowardly in the face of injustice (45d). Socrates has, according to Crito, an obligation to his children that he would not respect if he voluntarily remains in his cell and receives an execution. Socrates demonstrates the nature of his character by not responding to the practical problem that Crito has posed. By offering him a way out, Crito has made remaining in his cell a voluntary act on the eve of execution. They had downgraded this rating as they expected the directors would choose not to raise the annual dividend. This also happened to be the first time in 47 years that the FPL Group had not raised dividends. This tweaked the interest of a certain electric utilities analyst at the First Equity Securities Corporation, Kate Stark. She now was faced with the decision whether or not to amend her own recommendation of â€Å"hold† on FPL Group, Inc.’s stock (her recommendation of hold was based on the assumption that FPL will keep its dividend at $2.48 per share, or increase this slightly). James Broadheld, chairman of the FPL Group, understood the issues of an ever changing marketplace, and knew that the industry was on the verge of being deregulated, and thus implemented a strategy that focused primarily on a strong commitment to quality as well as customer service, while focusing on the utilities industry and expanding capacity in order to improve its own cost position. He believed that this approach to business would result in a future of â€Å"full and open† competition amongst all competitors. As a result, as of May 1994, the FPL Group was faced with a critical question – to decrease their dividend payout ratio or not? Prior to Broadheld’s entry to FPL, chairman Marshall McDonald expanded the types of industries FPL were involved in during the 70’s and 80’s, leading to extensive diversification. Examples of such industries include real estate and insurance, just to name a few. As Broadheld stepped in, FPL’s diversification decreased and as a result the firm saw an improved efficiency. Exhibit 7 revealed that FPL’s capacity margin is 8.6%, which is alarmingly low in comparison to the other provided companies. The overall average is approximately 11.39%. This lower capacity margin shows that not much growth is to be expected of the firm, and this is of course relative to other firms. The same exhibit illustrates cost-management problems. More specifically, FPL’s transmission cost of $0.0019/kWh is significantly greater than the other firms provided with an average of $0.0010. Also, considering the fact that the company purchases 30% of the power used from foreign firms, FPL’s respective power costs can be high as they are exposed to the risk of changing (and increasing) power prices. The case presented a wide variety of changes in the industry’s regulatory standards. For example, 1992’s Wholesale Wheeling allowed companies to buy power from another with the help of a third party. In addition, the Retail Wheeling of 1994 allowed actual customers to not only buy from the monopoly, but from other utility firms (again through third parties). Also, many firms have lost of a substantial amount in market value, including the SP Electric Utilities Index with a decline of 20%. Turning to an evaluation of the firm, many concerns have been raised over FPL’s ever-increasing interest expense since 1993. Analysis Total earnings are the sum of dividends paid and retained earnings. Dividend-paying firms attract investors. Generally speaking, shareholders either look for growth and/or income when purchasing shares. The former tends to pay less attention to dividend payments and more on the capital gain, whereas the latter prefers a regular income for the investment made. If Kate Stark wishes to revise her current suggestion, she needs to consider the pros and cons in doing so. Focusing first on the negative effects of cutting back on dividends, signalling is undoubtedly one of the biggest issues at hand. Since lower dividend payments may be perceived as a red flag in the company’s finances, this information will likely cause a negative reaction in the market. Therefore, concerns in a decreasing stock price are justified. As for the benefits of lowering the company’s dividend policy, the company can now use a larger amount of funds that would have normally been kept aside for dividend payments. Gambling in College Football Essay Today’s new generation has accepted gambling more than any previous generation. People are playing poker and betting on games one the internet and even on college campus. According to them it is a social activity and there is nothing wrong in gambling. This negative attitude has made this problem seep down to the highest level of human population, its intellect (Oregon Department of Human Services, 2005). Gambling is a social problem which not only threatens the academic success of a student but also depletes the financial resources. Risking money in the hope of winning is called gambling. Gambling includes lottery tickets, online betting games, cards, dice, dominoes etc (University of Texas, 2004). In past few months various football gambling stories have created a chaos among the coaches and administration of various colleges. Colleges are constantly trying to find new ways of finding and punishing the culprits. The main concern however, is to create such rules which can prevent students from placing a bet and hence getting involved in this organized crime. In past few years gambling incidents have been recorded from quite known and influential colleges. These include Arizona State University, Boston College, University of Colorado, Columbia University, Fresno State University, and Northwestern University etc. According to a research done by a student from the University of Michigan, almost 72% of the students had gambled in one way or the other. Almost 80% of these were male students (Cross Vollano, n. d). In order to understand the issue of student athlete gambling in more than an anecdotal way, this study was developed to learn the extent and nature of student athlete gambling. According to The National Association of Student Personnel Administration (NAPSA), gambling is a problem not just in athlete students but in all students. They constantly urge college management to develop programs which aware students about the potential hazards of gambling (The National Association of Student Personnel Administration, 2007). In 1874, college professional sports had its first scandal. Louisville college football players were accused of gambling against their own team. According to Arnie Wexler, who was a former College football gambler, and is now a recognized expert on compulsive gambling; â€Å"Its easier to place a bet on a college campus than it is to buy a can of beer or a package of cigarettes, you just pick up a telephone and call a bookie on campus. You dont even have to leave your room† (Kindred, 1996). This is absolutely true. The college administration usually does not care about such things. They burry their heads in the sand and if asked pretend as if nothing is wrong is happening. For past half century the college football and basketball has been full of wagering incidents. The National Collegiate athletic Association (NCAA) did a survey in 2003. According to that survey almost one percent of the total college football players accepted money for poor performance. Moreover, half the time they played, they were able to change the outcome of the game by their performance. It was also found that almost 15% of the non athlete students also gambled. It is not just the gambling part, but the players usually provide inside information to the gamblers and help them win (National Collegiate athletic Association, 2003). Students who gamble risk their careers to fulfill their need and obsession to gamble. Such activities do not necessarily occur in the isolation of college but the culprits might get together in a friends place in order to place the bet. Bets can be placed in the internet and in some cases via phone also. In 2004, two student bookies were caught. They were convicted of sports bribery. Stevin Hedake Smith owed almost $10,000 to a student bookie. In order to pay him back he agreed with the bookie to play poorly at the game. The FBI became suspicious and later caught him and his friends. After this incident the NCAA changed quite a few rules of the game. Though before gambling was always condemned, but it was never a definite rule. However, after this event, the NCAA has anti gambling rules in black and white (Gabriel, 2004). Sometimes even a simple thing as accepting gift certificate can be termed as gambling too. In a simple event, few women participated in a simple ‘pick a winner’ game and earned gift certificates of $50. When the college administration found out about this they banned those students from playing in the football team. Due to this event, accepting gift certificates was against the rules (National Endowment for financial education, 2004). According to the NCAA; â€Å"You may not place any bet of any sort on any college or professional sports event. You may not give information to anyone who does place bets on college or professional sports† (National Endowment for financial education, 2004). Moreover, the NCAA further explains these rules as: There can be no betting on any sport, whether it involves your college or not. There can be no wager for any item i. e. cash, shirt, dinner etc. No sports pools No internet gambling No fantasy leagues (this means no fee for participation and no prize for winning) No information exchange about your or any other team (including injury, or anyother problems) (NCAA, 2005; NCAA, 2003). Looking at the table below it can be determined how many students playing college football engage them selves in wagering activities and how many think that the rules above have really made a difference. Though at some level students are still gambling, but if caught they know that their careers will come to an end. The amount of shame and humiliation caused by the media coverage also has an impact on the number of bets placed every year. According to the new rules by NCAA, any student who is caught violating the game rules will not be allowed to play in any of the plays he has formerly registered too. This means his entire career comes to a halt. Such strict rules have helped in the reduction of wagering issues (NCAA news release, 1999). In August 2007, several students complained that the coaches were using text messages to gamble or place bets. Almost 75% of the people voted in favor of banning text messaging. Due to the gambling problem, yet another rule had to be placed. According to the New York Times, the NCAA has now placed a ban on text messaging. The president of NCAA was disappointed so much that he called this â€Å"an embarrassment to all of intercollegiate athletics† (Thomas, 2008). The coaches have tried to work around this rule too. According to many coaches as there is no ban for e-mailing they can place bets on the e-mails. Many cell phone companies allow e-mailing also, so coaches are now trying new ways without breaking any rules (Miller, 2008). The administration should always clearly state the rules, as not doing so means leaving a loop hole, with the help of which the students can gamble. Sometimes, the committee can accuse somebody of gambling, but such a person might not have understood the rules properly. In 2004 a former football coach was accused of gambling. He later sued NCAA for accusing him and later firing him. According to him he did not understand the way NCAA operates. Hence it is not just about defining rules, but explaining them in such a way that everybody understands them (Yaeger et al, 2004). Gambling in college football has very grave consequences. A student can get expelled from college, get humiliated in news stories, can become an embarrassment for himself and his family, get banned from all professional sports, become a victim of organized crime, ruin his financial resources and sometimes even end up in jail. To summarize, wagering can destroy a person’s life. It is not only the responsibility of the students themselves, but the responsibility of the college administration to help create awareness among students so that no student get involved in these matters and does not become a victim of bookies. Even though the generation today has certainly got more involved in gambling, poker, wagering etc, but measures can be taken in order to help these students. Many organizations are working and are constantly trying to help these students break their habits. It might be difficult but not impossible. The management and the administration of the colleges should also instead of ignoring these things, in order to help prevent scandals and create a bad name of their schools, should help students get over this habit. Rules should be devised which are clear and strict.
